It's definitely possible to make one, however I've never seen one done before for the desktop. Perhaps when I have some spare time I'll have a go at making one...

Seems to me that the spin direction is wierd. Feels like the icons were running away from the cursor.

But the idea is pretty cool. Smoothing the spin and the icon transition would make it even better, as Bugx0r pointed out.

Let's say the wheel and your cursor is on Dw icon, and then you want to go to Ps icon on the right. When you're not really used to this spin, like me :) you will move the cursor to the right, and the Ps icon will spin away. Then you have to move the cursor to the left again and catch the Ps icon moving cursor again to the right.

I hope my explanation is not confusing... do you see my point? But still, it can be just me having the issue. It's not a big deal anyways :) Only discussing.
